Q.1 How can I know where my vehicle is registered?
Ans. The Transport Department zonal office code is mentioned in the registration certificate/No. from where we can locate the registering authority address. This kind of registration system was effective after 1989. The breakup for example will denote the address of registering zonal office.

Q.2 Is it necessary that the registered owner has to be available at the time of every transaction of vehicle?

Ans. No, only in case where signature differs or in other doubtful cases the registered owner has to appear before the concerned in zonal Transport office. The other person can also represent for transactions in registration, if authorized by the vehicle owner and also to signature in disclaimer.

Q.3 What should I do if my documents are seized by Traffic cop? 

Ans. You can have your documents released after paying the penalties of that offence from the court.

Q.4 Can I keep photocopies of registration certificates with vehicles?

Ans. You should keep original registration certificate and other vehicle documents with your vehicle and keep photocopies at your home. The court can prosecute for not having original documents with you at the time of driving of vehicle.

Q.5 Can I interchange my registration No. of my vehicle to other vehicle?

Ans. No, you cannot. Any vehicle registered for its particular registration mark will remain its identifications and interchange of it is not allowed, but if you want retain your vehicle number in new vehicle then you can be change after completion of 03 years period of vehicle registration time subject to all the owner particular should be same. 

Q.6 Whom should I get the insurance Policy?

Ans. Any authorized agent of insurance company. You can select the insurance company who can also provide better service at the time of risk and can help you in process of claim formalities.

Q.7 How can I know about the amount of premium?

Ans. You can ask the authorized insurance company agent to show the latest premium plan of vehicle insurance circulars etc.

Q.8 What precautions I should have to keep so I may not be harassed at the time of claims?

Ans. Keep your valid insurance policy in original properly in safe place and you can keep certified copy of vehicle insurance policy in your vehicle. 

Q.9 Which insurance company I should go ahead for insurance of my vehicle?

Ans. You can opt any Insurance company, who can provide better benefit, if need to compensate the claims as per the policy and the rules and regulation of all the companies are same.

Q10. If the insurance of vehicle is valid then the owner of vehicle is entitled for taking of claim rights?

Ans. No, If discrepancy is found then the insurance company can be denied for payment of claim as per terms and condition of insurance policy for payment of claim like your driving license, fitness, registration is not valid etc.

 Q.11 If the vehicle owner is die / expire then which documents are required for transfer the vehicle?

Ans. The following documents are required for transfer the vehicle in death case:-

  1. As per Rule 56 of Motor Vehicle 1989, the succession certificate is required.
  2. The applicant (nominee) may apply for transfer of vehicle in Form 31 and column 5 clearly mentions that proof of his succession.
  3. As per sub section 2(a) of Section 50 “the person succeeding to the possession of the vehicle”
  4. The succession certificate is required for transfer of ownership, if applying other than surviving member. 
  5. The surviving member certificate is required if nominee is applying for transfer of vehicle.
  6. The member of family may also submit the NO Objection Certificate in the name of nominee as names are mention in surviving certificate. The members may appear in person before the registering authority as name mention in the surviving certificate.  
  7. Death certificate and Form 30 duly fill up by nominee and signed. 
  8. Self attested copy of valid vehicle insurance. 
  9. Self attested copy of valid address proof.
  10. Original vehicle registration certificate.
  11. NOC and Form 35 from financer / Bank, if the vehicle under Hypothecation agreement.
  12. Appropriate requisite fee specified in Rule 81 and composite fee if applicable.


Q.12 If the vehicle is stolen and owner taken the claim from insurance company and insurance company can sale the vehicle directly owner to some other person without transfer in the name of insurance company?

Ans. No, if the vehicle not recovered by police authority and insurance company paid the claim to the vehicle owner then insurance company must be transfer the vehicle in the name of insurance company. The insurance company can be sale to open market, if the vehicle is not the superdari nama/ surety.  

Q.13 What is the documents required for cancellation of registration certificate, if vehicle is not in running condition or owner want to scrap the vehicle?

Ans. The vehicle owner may submit the following document for cancellation/ de registration. 

  1. Original registration certificate.
  2. Piece of chassis number from the body.
  3. Undertaking regarding no any Court cases/ Challans/ Hypothecation Agreement / Surety/ Superdari nama against the vehicle.


Q.14 If the owner of vehicle obtain the NOC for other state, but vehicle not been registered at their state due to some circumstances and cancel the NOC for retained the pervious registration number then what is the norms and conditions?

Ans. The owner obtaining the NOC on his request. After issue the NOC then the vehicle will be treated de registered in the software system. The owner must be re register the vehicle at the office of destination place within 01 month and RTO can be re-register the vehicle as per their state policy, if the owner not been re register within time period.

The vehicle NOC can be cancel within 03 months from the date of issue subject to fulfil the following conditions is completed:-

  1. The vehicle owner may submit the no dues and no utilization of NOC certificate obtained from the destination RTO.
  2. The vehicle owner may submit the original NOC, original registration certificate, valid insurance of self attested copies. 
  3. The owner may submit the undertaking regarding vehicle not involve in court case/ crime case/ challan/ superdari nama/ surety etc. 
  4. The owner may submit the appropriate reason for not registered the vehicle at destination RTO and vehicle produce for physical inspection alongwith Form 20.


Q.15 If, the vehicle sold to some person and the purchaser of vehicle is not transferring in his name then who will be responsible for any incident happened by the vehicle?

Ans. If, the vehicle is transfer then all the liabilities / action will be frame against the vehicle owner, which record is showing in the govt. record.

Q.16 If, the vehicle owner is not transferring the vehicle in his name after purchase then what action will be taken against the purchaser of vehicle to avoid any responsibilities after sale of vehicle?

Ans.   The vehicle may lodge complaint/FIR at the office of police authority regarding misusing / illegal using the vehicle without right ownership of vehicle and request to seize the vehicle till transfer the vehicle in his name. The register owner may submit the intimation alongwith copy of received complaint letter/ FIR of police authority for action taken, but liability will stand in the name of vehicle owner till transfer of vehicle.

Q.17 What is the office time of zonal office and public dealing hours?

Ans. The zonal office hours from 08:30 AM to 04:30 PM (Monday to Friday) and Saturday 08:30 AM to 01:00 PM. (12:00 Noon to 01:00 PM PSV Badge and Conductor license are issuing)

  1. The public dealing hours from 08:30 AM to 01:00 PM (Monday to Friday) and Saturday  08:30 AM to 11:00 PM. 
  2. After Public Hours the officials are processing the applications, which are received in the public dealing hours till office working hours.
  3. The office will not be open on 2nd Saturday of every month due to Holiday declared by the government.

Q.18 What is the condition of Public dealing hours time reduced for specific day?

Ans. If, the staff deputed for other essential duty or any technical problem arrised in the computer system then the public dealing hours can be reduced for particular day for resolve the problem.  

Q.19 If, the driving license validity expired on Holiday then penalty can be exempt?

Ans. As per the CMV Rules / MV Acts, the applicant can be renewed before 30 days from the expiry of driving license. The penalty cannot be exempt for delay of renew of driving license. 

Q.20 Whether below 18 years age can be obtain driving license?

Ans. Yes, 16-18 years applicant can be apply for learner license for Without Gear Vehicle below 50CC capacity and produce the vehicle registration certificate not more than 15 years old vehicle. At present 50CC vehicle is not available because the manufacturer are not producing less than 50 CC vehicles about last 20 years and Hon’ble NGT issue the direction for scrap the more than 15 years old vehicles and De registered.

Q.21 How many vehicle series are available in the transport department since registration of vehicle started from beginning?

Answer:- The Transport Department transferring the vehicle series at different zonal offices for commercial and private vehicles. The detail of vehicle series are available in the following zonal offices are given as under:-

Q.22 Why the registration of vehicle is necessary?

Ans. The vehicle can be driven or allowed to be driven in public place only after registration by registering authority as under the provision of section 39 of motor vehicle Act 1988.

Q.23 Where to approach for vehicle registration?

Ans. You have to approach your local zonal office of the Transport Department for registration of private/non-commercial vehicles. There are self registering dealers who have also been given the registration powers,delivers the vehicles after registration only. To locate your concerned zonal office select zonal offices. For registration of commercial vehicles you have to approach to office of M.L.O.(Head Qtr.),Transport Department, 5/9 Under Hill Road,Delhi-110054. For Goods carriers less than 3000 kg. you have to approach MLO (Burari). For registration of Taxi\TSR you have to approach MLO (Auto Rikshaw and Taxi Unit)Burari or MLO (Burari) for (DL1Y,DL1Z,DL1ZZ) AITP category. 2. Gazetted Officer: means a Gazetted Officer of Central Government or State Government or Officer of Local Body who is equivalent to the post of Gazetted Officer. After allocation of registration numbers, fee receipt is given to the applicant on the same day and above documents are kept by the zonal office. The registration fee receipt can be retained as proof of having made an application for registration.

The registration certificate i.e. Form - 23 A can be collected after preparation of smart card.

Q.24 What is the procedure for registration of new private/non commercial vehicle?

Ans. The registration procedure includes the vehicle to be inspected physically by Inspecting Authority at zonal office for its particulars and followed by registration.The documents required to apply the registration are as follows :- 

  1. Form 20 duly filled up.
  2. Form 21 (Sale certificate) issued by the vehicle dealer
  3. Form 22 (Road worthiness certificate) issued by the which manufacturer
  4. Self Attested copy of valid vehicle insurance policy/covernote
  5. Self Attested copy of address proof at which vehicle is to be registered.
  6. Form 34 duly signed by owner and the financer
  7. One time road tax as applicable
  8. Prescribed fee for registration
  9. PAN Card or Form 60 & 61 (as applicable)
  10. M.C.D parking fees.
  11. Dealer invoice along with manufacturer invoice.


CHANGE OF ADDRESS
The following documents are required for change of address in Registration Certificate.

  1. Form No. 33
  2. Original Registration Certificate.
  3. Self Attested copy of valid insurance.
  4. Self Attested copy of address proof of the registered owner.
  5. Self Attested copy of valid pollution under control certificate.
  6. Prescribed fee of Rs. 300 & Rs. 200 for smart card.
  7. Self Attested copy of PAN Card or Form 60 & 61(as applicable)
  8. Regarding the change of address in Registraction Certificate,where the hypothecation is endorsed in the Registration Certificate,No Objection Certificate from the financer is needed to get the address changed in the Registraction Certificate.


The change of address should be applied within 14 days from the date of effect, after that penalty of Rs. 500 per month is applicable. Assignment of new registration mark or renewal to another state.

Q-25 What is the procedure of re-registration of motor vehicles brought to Delhi from other states ?

Ans. If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

  1. Other state registration certificate in original.
  2. Form 28 (NOC in duplicate)
  3. Form 27.
  4. Form 20.
  5. Self Attested copy of address proof.
  6. Self Attested copy of valid insurance.
  7. Self Attested copy of pollution under control certificate.
  8. Challan clearance from traffic police or enforcement wing of transport department. On case of commercial vehicle only.
  9. Fitness certificate issued by the board of inspection. Burari for commercial vehicle only.
  10. Road tax (as applicable)
  11. Prescribed fee for registration.
  12. PAN Card or Form 60 & 61(as applicable)
  13. Parking fees
  14. Certificate manufactured regarding emission norms


NOTE: Such registration of vehicle are subject to clearance from National Crime Record Bureau. The Transport Department arranges the clearance certificate themselves.

Q.26 How can the dealers register the vehicles ?

Ans. Under the provisions of Delhi Motor Vehicle Rules 1993, Transport Department has authorized dealers to register the vehicles and to deliver the registration certificate as well, to the registered owner at their end for the benefit of public and to avoid the hassles in registration procedure. 

Q.27 Can dealer deliver vehicle without registration ?

Ans. No, the dealer cannot deliver unregistered vehicles to the customers. The dealer gets the vehicle registered in the name of customer first then will hand over the vehicle to the customer. If Un-registered vehicle is found plying on the road shall be liable to be prosecuted under MV Act. A trade certificate is issued to the dealers by the Transport Department to drive the unregistered vehicles upto the zonal office for registration purposes only.

Q.28 How the transfer of ownership of a vehicle can be done?

Ans. The transfer of ownership of a vehicle is to be applied in the concerned zonal office where vehicle is already registered and following are the documents to be submitted:-

  1. Registration certificate in original
  2. Form no.29 duly filled in duplicate (attested one copy)
  3. Form no.30 duly filled in duplicate
  4. Self Attested copy of valid insurance certificate
  5. Self Attested copy of address proof of purchaser
  6. Self Attested copy of valid Pollution Under Control Certificate
  7. Prescribed fee along with penalty if the transfer of ownership not applied within 14 days from the date of purchase.
  8. Attested copy of PAN Card or Form 60 & 61(as applicable).


NOTE: Application should be submitted within 14 days otherwise penalty of Rs 500/- per month will be charged.

For commercial vehicles in addition to above

  1. Permit surrender slip for S.T.A.
  2. Challan clearance from Traffic Police & Enforcement branch of the Transport Deptt. are required.
  3. Tax clearance report from Accounts.
  4. Copy of Valid Fitness certificate.
  5. Transfer of ownership in case of death of the registered owner.


In such case the application is to be made by the first legal heirs/the person succeeding to the possession of the vehicle with following documents.

  1. Registration certificate in original
  2. Form No. 30 & 31 in duplicate with endorsement of the financier if the vehicle is held on hire purchase agreement along with NOC from financier.
  3. Original copy of death certificate of the registered owner.
  4. Succession/Survival member Certificate issued by SDM.
  5. Affidavit by the applicant to this effect and from the other legal heirs relinquishing their right in favour of the applicant.
  6. Self Attested copies of valid insurance certificate.
  7. Self Attested copy of address proof of Applicant.
  8. Self Attested copy of valid PUC.
  9. Self Attested copy of PAN Card or Form 60 & 61(as applicable)
  10. Verification of vehicle on form no. 20


NOTE: Application should be submitted with in 30 days of death to the zonal office otherwise penalty of Rs. 500/- per month will be charged.

For Commercial Vehicle in addition to above

  1. Permit surrender slip issued by STA branch.
  2. Challan clearance from Traffic and enforcement branch.
  3. Tax clearance report from Accounts branch.
  4. Valid Fitness Certificate


Q-29 How can I endorse the hypothecation and its deletion?

Ans. If a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate. The following are the documents required:

  1. Registration certificate in original
  2. Two copies Form no.34 duly filled (for endorsement of Hypothecation).
  3. A certificate from financier for having retained full dues from the financier (for deletion case only).
  4. Self Attested copy of valid insurance.
  5. Self Attested copy of address proof of the registered owner.
  6. Self Attested copy of valid pollution under control certificate.
  7. Prescribed fee.
  8. Self Attested copy of PAN Card or Form 60 & 61(as applicable)


Q.30 How can I delete the hypothecation?

Ans. If a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate when the loan is repaid and following are the documents required:

  1. Registration certificate in original
  2. Two copies Form no. 35 duly filled (for deletion of Hypothecation)
  3. A certificate from financier for having retained full dues from the financier (for deletion case only)
  4. Self Attested copy of valid insurance.
  5. Self Attested copy of address proof of the registered owner.
  6. Self Attested copy of valid pollution under control certificate.
  7. Prescribed fee
  8. Self Attested copy of PAN Card or Form 60 & 61(as applicable)
  9. NOC from financer.


Q.31 What is the procedure for registration of new commercial vehicle?

Ans. All commercial / transport vehicles are registered with the M.L.O at the Head Quarter of the transport department, where the application is to be made with the following requirement.

  1. L.O.I issued from S.T.A Branch.
  2. Manufacturing Invoice.
  3. Form no. 20, Form no.21 and Form no. 22.
  4. Certificate of fitness issued by the board of inspectors from inspection pit Burari.
  5. Self Attested copy of the address proof.
  6. Self Attested copy of the insurance certificate / covernote.
  7. Form no. 34 (in case the vehicle is purchased on loan)
  8. Road tax as applicable.
  9. Prescribed fee for registration.
  10. Self Attested copy of PAN card or Form 60 & 61 (as applicable).
  11. Vehicle like TSR & Taxi are registered at inspection pit Burari.


Q.32 What is the procedure of re-registration of motor vehicles brought to Delhi from other states ?

Ans. If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:

  1. Other state registration certificate in original.
  2. Form 28 (NOC in duplicate)

Q.33 What is the procedure for issuing N.O.C for other state?

Ans. If a registered owner of a vehicle intends to take his vehicle to some other state & get the same re-registered there, can apply for NOC on prescribed form-28. The following are the required / formalities to be completed.

  1. Application on form 28 (in Quadruplicate)
  2. Self Attested copy of the registration certificate.
  3. Evidence of payment of road tax up-to-date.
  4. Or no road tax dues certificate from the tax-collection authority.
  5. Valid PUC/ Valid Insurance.


NOTE: Issue of NOC is subject to clearance from N.C.R.B only.

Q.34 What is the Re-Registration of (pvt.) vehicle?

Ans. As per rules registration of any private vehicle is done for a maximum period of 15 yrs. and after completion of 15 yrs every registered owner is required to get his vehicle re-registered from the same transport office where it is already registered and following documents are required:

  1. Application on form 25.
  2. Registration certificate in original.
  3. Proof for the payment of up-to-date road tax paid.
  4. Self Attested copy of insurance certificate.
  5. Self Attested copy of pollution under control certificate.
  6. Payment of tax dues if any.
  7. Prescribed fee.
  8. Self Attested copy of PAN card or Form 60 & 61 (as applicable).

The vehicle is brought to the zonal office for inspection of its Road worthiness if the vehicle is found fit to be driven on the Roads, the re-registration permission is given thereafter. 

Q.35 What is the procedure for issue of duplicate registration certificate?

Ans. Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated after submitting following documents:

  1. Application on form 26 (in duplicate and one copy duly attested along with the endorsement from the financier of Hypothecated).
  2. Original copy of the F.I.R/N.C.R.
  3. Self Attested copy of valid insurance policy.
  4. Self Attested copy of pollution under control certificate.
  5. Self Attested copy of address proof.
  6. Prescribed fee.
  7. Challan clearance from traffic police & Enforcement wing Transport Department in commercial vehicles.
  8. Tax clearance from Accounts Department in commercial vehicles.
  9. Self Attested copy of PAN Card or Form 60 & 61(as applicable)


Q.36 What is the procedure for temporary registration?

Ans. As per the provision of section 43 of the central motor vehicle Act temporary registration certificate can be given to a vehicle only in case when owner of a vehicle wants to take his vehicle to the other state. Maximum period of validity of temporary registration made under this section is one month and it is not renewable.

The temporary registration is also known as transit registration because the destination point is also mentioned in it where the vehicle has to reach. This registration is done at M.L.O. (HQ). The Transport Department can also delegate this registration power to the vehicle manufacturers or other concerned zonal offices.

Q.37 How should I exhibit the Registration No.?

Ans. All letters of the Registration mark/ Number shall be in English and the figures shall be in Arabic numerals and the letters & figures shall be painted in reflecting colours and be shown :

  1. In case of transport vehicles other than those under the rent a cab scheme 1989 in black on white ground.
  2. In the case of motor vehicles temporarily registered in red on yellow ground.
  3. In the case of motor vehicles in the possession of dealer in white on a red ground.
  4. In other cases, in white on a black ground.
  5. In the case of transport vehicle under rent a cab scheme,1989, in yellow on a black ground.


The size of registration mark should not be less than :

Q.38 Can I alter the motor vehicle?

Ans. Under the provisions of section 52 of Motor Vehicle Act, the alteration of Motor Vehicle is allowed after prior permission of registering authority. If registering authority feels the sufficient ground to alter the vehicle, the permission is granted. The conversion like from fuel Petrol to C.N.G. is also allowed after the permission in case of engine assembly.

Q.39 How the transfer of ownership is carried out if the vehicle is purchased in public auction?

Ans. At present owing to direction of Hon’ble Supreme Court of India, no transfer of owner is carried out if the vehicle is purchased in Public Auction. 

IMPORTANT : THE VEHICLE WOULD BE RE-REGISTRATION PROVIDED IT COMPLIES THE EURO -IV NORMS 

Q.40 Can I alter the motor vehicle?

Ans. Under the provisions of section 52 of Motor Vehicle Act, the alteration of Motor Vehicle is allowed after prior permission of registering authority. If registering authority feels the sufficient ground to alter the vehicle, the permission is granted. The conversion like from fuel Petrol to C.N.G. is also allowed after the permission in case of engine assembly. 

Q.41 Please Submit the following Documents required for endorsement of CNG/LPG KIT in following order:-

  1. Verification of vehicle on form no. 20.
  2. Registration certificate in Original (R/C)/ Smart card.
  3. Original bills of CNG/LPG kit & Cylinder, Multivalve (in case of LPG) Kit its serial no. endorsed on bill and lambda system, copy of invoice from the manufacturer duly certified by retrofitter.
  4. Copy of type approval certificate duly certified by retrofitter.
  5. Copy of authorization letter (issued by Tpt. Deptt. ) of retrofitter duly certified by retrofitter itself.
  6. Copy of CNG/LPG cylinder certificate issued by Dept. Of Explosives, Nagpur, duly certified by retrofitter.
  7. Copy of certificate issued by Dept, of Explosives for multivalve in case of LPG kit duly certified by retrofitter.
  8. Copies of side &Top view of approved layout drawings/ plans approved by designated testing agency duly certified by retrofitter.
  9. Undertaking from retrofitter stating that all components installed as per approved layout plan issued by Installation test certificate in original (As per AIS-024-028) designated testing agency. duly certified by retrofitter itself. 
  10. Copy of valid P.U.CC.( It should be of the installation date) Valid insurance, Valid Address proof(As prescribed in CMVR 1989) duly attested by Gazetted officer/Notary Public.
  11. Installation of lambda system as per approved layout plan. 
  12. Check list as per AIS-024 TO AIS-028 certified by the retrofitter. 
  13. Copy of PAN Card/Form-60 duly attested by Gazetted officer/Notary Public.
